It addresses every resident, including those navigating by keyboard, through a magnifier or with a screen reader, and it falls under precise duties on accessibility and publication. It also has to be updatable by a front office with plenty of other work. Publishing a council decision or a school canteen menu should take under five minutes and no call to a supplier.

Accessibility cannot be bolted on at the end. A site designed without it forces you back into the style guide, the templates and sometimes the way content was typed in the first place. Carried from the wireframe stage it costs almost nothing extra and helps everyone: subtitles serve a noisy bus as well, and a sound heading order helps a screen reader and a search engine alike.

That is the whole purpose of the admin. The editor limits risky formatting, demands alternative text on every image and flags an inaccessible PDF. We train staff on their own content and leave a short reminder sheet, because conformity is mostly lost through daily publishing.
